Well, there are three main producers who have used this case, with its distinctive "few numbers" tachymetre scale. Eberhard, DPW and North Eagles. Eberhard didn't make your watch, but DPW or North Eagles could have done, the caseback should tell you. Others did too, such as Roamer, Rivado and Candino, but these would be dial signed, like Eberhard would have done
Both producers seemed to specialise in producing small number limited runs of this chronograph in various dial and hand colour combinations, usually with a celebratory badge where the day indicator would have usually resided. Almost exclusively for Italian Organisations. I am not sure either still exist in their original form, and have a suspicion that there is a connection with the current Memphis belle outfit, who do similar stuff but almost all quartz.

These are vanity pieces commissioned by the groupd themselves, and not issued equipment of any type.
And I am sure there are a few others I have forgotten.
It is most likely produced in the 90s at some stage, should be 100m water resistant with a screw-down crown.
Probably produced by the same unknown atelier for both companies.
