The watch is genuine: unfortunately it is worth a great deal less than $3,300. There has been a huge upsurge in the manufacturing of cases, dials, etc to suit very basic movements; you have quoted two names as examples.
Unfortunately, there has been the same amount of manufacturing of histories for the companies. Duboule, I should imagine has no history or tradition to it but, I suspect, was founded about 2 or 3 years ago at the most by the simple process of finding the name of a long-dead watchmaker and using that.
Personally, I would not want to pay any more than about $100 for one of the watches.
On eBay, it is always worth looking who is bidding - new people tend to bid furiously on things they see as desirable, this is not wise as merely drives a price up. Also, it is probable that they know little about watches.
A good test of the reputation of a watch is the secondhand price - try and find a secondhand Duboule, Rosseau or Louis Bolle and see what it goes for.
