I think someone has modified a Nivada Grenchen Aviator Sea Diver to make this "Heuer". Take a look at this ebay link and you'll notice the Tachymeter edge of the dial is the same as your flea market find. It seems likely someone re-finished the dial to look like a Heuer. They also engraved the bridge and, inside of the case back with Ed Heuer. Too bad as the Sea Divers are actually pretty popular right now. Good that you have a working movement for parts, though.
