these chronographs were produced continuously, from the introduction in the early 1950's into the 1970's. the dials, cases, hands, brand names and model names changed considerably over the years. the movements changed slightly (for example, from base valjoux 71 in the early ones to base valjoux 72 in the middle and later ones), but the basic functions remained the same over the years.
In terms of scarcity, the answer would be "yes, they are scarce." There were at least a dozen major variations over the years. Though the orvis soulnagraphs were the last models to be produced (along with the heuer mareographs), they are certainly rare compared with just about any version of the "common" models -- Carrera, Camaro, Autavia, Monaco, etc.
