sorry about that!! I lost track of this thread of questions and answers.

my best guess about year of production would be circa 1950; could be plus or minus three or four years either direction.

best guess on value would be in the $1,500 range, with the same plus or minus $200 to $400 depending on the usual factors (recent service, running accuracy, market conditions at time of sale, etc.)
