I remember seeing those, and to me they were frankens. I could be wrong of course, but my strong gut feeling is that they simply were the result of someone getting "creative"...

As for the OP's watch, it is definitely intriguing. I'm not ruling out that it might be military but it would be for a minor country, perhaps in the Middle East or East Africa, in which case part of a little batch bought through regular retail channels. Definitely not a NATO member State in any case, where procurement process is a lot more defined and which would have issued it with the regular Nato codes for wristwatches. It would definitely be interesting to find out more!
