My first thought was the same as David's, i.e. that these look like outlines for placing the markers on.

But surely those Heuer and Monaco scripts are incorrect - in fact, they look exactly like the equivalent scripts on waffle marker dials on the page Jeff created for discussing these: http://www.onthedash.com/docs/CompareMonMan.shtml

Most of those are blue dials with white registers, but the second of the blue/blue dials on that page:

and the only one there with these painted markers (or unpainted outlines if you like), looks to have "proper" Heuer and Monaco scripts.

This one in the service bin seems to me to have more in common with the waffle dials and I recall those being held in low regard for originality.
