I believe they do not do any cosmetic work on the cases. I'm sure they don't do replating and I'm 90% sure they dont touch the case in any way - it's not their job.
I can overlook wear in a 1163V case much more easily than in most Heuers. The 1163V is one of the Heuers in which scratches and dings can add character. They just show the watch had a life as tough as its looks. But that's just my opinion.
Keep in mind that it is easy to make things worse if you give it to the wrong person for refinishing. One must be careful not to destroy the satin finish of the upper side of the case and to keep the edges on the mirror finish as sharp as possible.
