Hi Lyle,
its fair to guess that one or all of the seals (dial/pushers/crown) has deteriated and allowed the moisture in to start with. On those occasions that your own body heat "clears" the crystal its highly doubtful that the moisture has left the watch, its just out of sight. I highly recommend you get your Monaco to a reputable watchmaker. It most likely need a service on the movement and some degree of cleaning of the inner cases, dial and crystal. More likely than not the bad seal will be obvious to the watchmaker and he will indeed change it out.
