Hello Jeff,
Quite an interesting question...as we all know this finishing.
If memory serves me correct I recall that this is done with ivory as "abrassive". At least with watches...don't know about the big surfaces from airplanes and cars...
Anyway I'd need to ask my father again who used to do this himself a few decades ago.
