These 28,800 VPH movements were offered at watch fairs, from time to time. I am guessing that someone bought a couple, and then built the watches around them. The 268xxx serial number on the "Siffert" puts the watch well after Sandra's (and her's appears to be the "real thing").
I am doing some research to try to establish exactly when Heuer embarked on the 28,800 VPH project -- early (say, 1970) or later (say, 1972/73). When we have this information, it should all become much more clear. Does this remind anyone else of another project that Heuer started, and built some prototypes and samples; however, the watches never went into full serial production?

: Jeff,
: Why don't you go along the route Sandra did, try and see if it is a
: 100% authentic prototype...It might surprise us all and be an
: original...!
: It seems odd to me that someone would use such a rare movement to
: make a frankenwatch.....?
