Is This What I Think It Is ? ? ?

Realizing that the color is way off on this photo, what do we make of the fact that the markings in the registers don't quite fit and the numbers and letters look a shade weak?

Also, notice that the "4"s are of a different style than most of the Monacos.

Is it refinished??
