Yep the seal has gone, whether it has been cleaned up or the original melted seal is still in place is impossible to know without inspection.
Case is nice, looks unpolished and always nice to have an original band with a Monaco.
Original hands in place, so the major negative is the discoloured dial edges/corners from the plastic seal...which cannot be cleaned away satisfactorily. It's especially bad in the left hand corner, but then i'd say over 50% of Monacos have this issue, so you must take this into account.
It is still a nice honest piece.
