Early indeed, though the serial is on the later side for watches with poly casebacks. It will still definitely fall in 1964 though.
€3k is reasonable, the movement looks well looked after. There are some minor marks on the dial under the 1/5 second bezel that you could use to haggle a bit off perhaps. Hands have been relumed, but not many sellers will see that as a demerit worth knocking money off for. I didn't realise the €163 was for the Wempe strap until I looked closely, I thought they were asking that for the watch! I'd have bitten their hand off :)
