The paint on the bezel insert is thicker than on many Heuer bezels, but as the others are pretty thin and easily damaged this is not saying much.
I think the mark is really insignificant, so I personally I would not risk ruining the bezel to get it off. I'd try first warm water and some sort of soap or detergent, or maybe some pure cleaning alcohol - I've used the type made to clean a stylus for a vinyl record player in past which has worked ok. But be careful as the mark is really not a problem - I'd love to have only that problem with an 11063!
