It's a bit simplistic of them to say it's not an albino. While it's not (no red eyes), it exists towards that end of a spectrum that spans from melanism (excessive melanin production that results in black animals) to albinism.
Munich has quite a sizeable population of melanistic red squirrels, I've seen them in quite a few parks there:
The photo is actually of a US squirrel, but the European is similar. More attractive than the albino equivalent I think:
and less liable to be selected out.
