... than a simple refinish? Maybe more like repurposing a dial intended for another manufacturer perhaps?

Certainly looks like a bright silver - the 1533 was quite silver, though not as bright as this one appears to be, but the 1133 was more distinctly grey. This colour looks more reminiscent of an S Carrera or one of than silver Autavias than what I'd expect from a Monaco.
