Yes -- it is legitimate, made by Heuer for the RAF. It is somewhere down the food-chain (value-chain), however, as it is not marked "Heuer" or "Monte Carlo". Top ratings go to the normal Monte Carlo; next down is the military version of the Monte Carlo (marked Heuer and Monte Carlo, but "T" on the dial and different bezel); next down the food-chain is this one -- made by Heuer, but no Heuer markings on the dial.
