Unless Heuer kept some cases back to use later, which I think is unlikely as they wouldn't have had the reason to hold them back at that point, a 16xxxx case is still too early for a Cal 15 watch.
Rich must have come across sufficient instances to put that info in the book, but there's no getting away from a Cal 15 movement in a case earlier than 24xxxx being a significant anachronism.
