Ok Brevet, thanks for clearing that up - I was just think out loud !
So, definitely Kenyan. The 11063 standard Autavia was made in 1983 at the earliest, this is being generous, as they appeared in the 1984 Catalogue. But I will have to check. I know the Diver 100 appeared in the 1982 Catalogue which has same case (or very similar), as the 11063 - so it's a possibility that the model was supplied just before the coup d'etat. Which is good news, of course we don't know the manufacture dates, so it could be entirely possible the 11063 case was in developement and/or being supplied to military way before it hit the catalogues.
Maybe, they were part of a trial run, using the old radial arabic numerated dials?
