I've never seen one marked Rotary before, but I have seen casebacks on non-Heuer branded dial watches where the text has been obliterated just like this.
The serial number is right in the middle of a batch of Heuer Carrera Dato 45s too, so it looks pretty conclusively like a rebranded one - and at a crazily cheap price in comparison to the "real" thing too! Good spot that man!
