Hard to tell from the ebay pics, but the crystal doesn't look original, so I would suspect someone just fitted a crystal that already had a tachy tention ring fitted.. you can see that it encroaches on the minute track.

I'd just say that it has an incorrect crystal/tension ring - unless it's covering up some dial edge damage.

It nearly 'works' though!
