A wee bit of Googling shows a dicussion on this subject over on WUS.

They suggest that there was a discussion on the Diver Watch Forum about the same. (I'm off to find it!)

I suppose it all depends on what function the bezel has..

But here is a pic from the WUS thread, apparently a 1937 watch.. clearly a divers type bezel, but it's from a pilots furom, so maybe originally not specifically for diving - although the actual usage I think is redundant IMHO!
