The top button starts and stops the chonograph (stopwatch). When stopped, the bottom button resets the chronohgraph hands to zero.

It's not a particularly valuable Heuer, but you also don't see many around. It wasn't named, like 'Carrera' etc, and was a 'budget' model in the range.. but probably wasn't that much cheaper that a 'big name' Heuer when new.
