This is my 1163MH with serial 2040xx, 'later' dial with the non-ridged markers but 'early' polished steel hands.
The GF bracelet clasp is stamped 2/70, though I've no way of ascertaining if it's original to the watch.
I've always wondered why the hands are such - according to the blog post below, polished hands should belong to the eariler dials with 'Chronomatic' or ridged markers, while dials with non-ridged markers should have the later hands with black insets - if these were sevice hands, I would have expected them to be of a later (Viceroy) rather than earlier style.

Maybe mine had a service replacement dial?
So yours, being earlier than mine, should have pre-Viceroy hands, thus your Viceroy hands are probably service hands?
Just my 2 newbie cents - I'm sure the experts will soon weigh in with their more accurate opinions!
