I believe that this is a Sinn 140; purpose being to allow the wearer to track GMT and GMT plus one [for example, England and Germany]; I suppose it could also be used for Atlanta, GA and Anniston, AL (or New York and Chicago) but these are probably not the markets that Sinn (or Lemania) had in mind).
