Comes from RR watches of the early 20th Century

Many American Railroad pocket watches starting around 1900 had two hour hands fixed an hour apart. Typically the main hand was black (tempered steel blue or plum) and the "Time Zone Hand" was red. I have several sets of these old RR hands. They come with two hands attached to one boss which goes over the canon pinion. These hands can be set at any angle from each other but they were almost always set on hour apart so that the time difference between say...Detroit and Chicago could be indicated.
