I think you are probably spot on.

: & i think the three largest hands , centrally mounted, have
: been painted white and the hour and minute hands have been
: re-lumed. If you look at the small lume piece at the end of the
: long chrono seconds hand you will see that it has faded along
: the lines of the dials hour markers & is probably original.
