These watches, with the Secret Service logo on the dial, are sold only through the employee store, at Secret Service headquarters in Washington, DC. Profits from the store go to a charity for the benefit of Agent's families (or families of former Agents) who are in need.
The store manager tells me that she "knows her customers" . . . primarily Secret Service Agents, plus the occasional visiting dignitary. So when they occasionally get flipped on eBay, someone has broken an (unspoken) promise to the store manager, etc.
