It's from the Uk but I don't know the guy.
The bezel looks weird to me. I've handled several of the older Heuers and you lot own a few/lots. But that bezel looks weird. I bought a watch just like it some years ago were the owner had coated the bezel in a strong laquer type varnish to protect it as it was a transfer. The result was that as soon as I tried to remove the varnish it pulled the bezel printing off. There is also a guy on Ebay experimenting with making rubber inserts for early Omega 300 bezels. They look just like this one.
