My advice in these situations is usually to repair / restore, before selling. In my experience, if you sell any item that is not running, it will be discounted by more than the usual price of the repair. If a top-of-the-line Rally Master pair might sell for $4,000, after repair / restoration, that pair might fetch only half that amount if it is not working. Of course, the repairs will not cost anything approaching $2,000. Discounts are high, though, because of the risk that the repair will be difficult or impossible.
It would be interesting to see this pair, if you can post a photo here or send by e-mail.

: I have a Heuer Rally-Master that I bought new in 1964.
: I only used it twice, then put it away. I recently came across it
: while cleaning out some older boxes I had stored away.
: It is reasonably clean, with minor scratches on the dials
: (Master-Timer and Monte Carlo on Heuer backing plate) and some
: slight discoloration on the hands and dials. Neither timepiece
: is operating. There is no rust, and the set has never been near
: water. I assume that the original lubricant has become gummy
: over time.
: I have been getting some quotes to have the pieces cleaned and
: lubricated, and restored to operating condition.
: There is no sentimental value to me. It is strictly a financial
: transaction, and I would like to realize the most return on the
: sale.
: I need advice as to whether I should sell the set "as
: is", or invest in the cleaning and servicing to restore it
: to operating condition. I have been unable to find any recent
: sales information on this specific item, so I do not have a good
: idea of the sales value of an operating Rally-Master set.
