I agree with mich,
the dial is from a 2nd exec, while case and bezel are later (if you can retrieve the serial this would be helpful): i have seen many trasitional watches, but this marriage is new in my records.
Hands seem to be different from the heuer ones, i can't see much in the picture but the tips look squared.
Dial is also in very bad conditions, and this can be (imho) a good reason to leave the watch where it is.
