...a white or silver dial. Seems to be more endemic in '60s black dials, where they used an excess of white ink in order to get it to take. Not sure why they felt it necessary, they use to print 2447s et al ok in gilt, but the '60s black dials are not the finest hour of dial printing.

So I'd say the most recent has probably been gone over, but it looks like a decent enough job (maybe apart from the 'M').
