Jacob, there is a cost to manufacturers for COSC certification, which is of course usually passed on to the consumer. So some decide it's simply not worth it and release a watch that meets the criteria but doesn't have certification.
I personally wouldn't worry about it. Having seen a chrono being reset to 0 recorded on a high speed camera on a TAG Heuer tour, I won't lose sleep over accuracy ever again!
