Just to update: I finally figured it out. I put the end of the tension ring with the opening at 12, then started to put the bezel on starting at 6. I worked my way up both sides of the dial simultaneously and it finally clicked in. Starting at the opposite side of the tension ring from the opening and moving towards it gave it enough room to expand around the case and not outwards.
