This watch has not the polished steel hands but the Viceroy style hands.
So what you have is, in my opinion, a pre-Viceroy.
But to be sure you could best ask Jeff.
I had a pre-Viceroy with serial 223180 ( with caliber 11-i if I remember well ).
I think they normally came with Tachy insert but since they are so easy to change.....
And 1 to 12 on hour recorder is normal on these pre-Viceroys.
