Hi Ernest-that definitely looks like dial degradation to me, you can see another smaller spot below the 10pm marker too. I think it's just coincidental (or possibly connected) that they are at the same marker. Either way I don't believe it is intentional.

If anyone has a more in-depth knowledge/theory, feel free to chime in!
