Thats a very simple question to answer -
The dial has lume in place ! Its not perfect & i think its safe to assume it provides little to none of the desired night glow to make it fuctional BUT its original so dont touch it !!! Seriously, its only from the factory once.
The hands are another matter. There is little to no lume left in them so the gap should be filled in. The trick is to find someone that can do it with a sympathetic outook to the watches condition/age & try to match the look of the dials lumedots. A tough job by any description but a necessary step if you are to "fool even your own eyes" !!
