It appears that FIA did penalize Rosberg...although the penalty was essentially meaningless.

What is more interesting will be the internal fighting and policy at Mercedes. There is now wide speculation that Mercedes team boss Toto Wolff will impose the dreaded "team orders." We are all familiar with "team orders" from what Ferrari has done in the past in F1. We are also familiar with team orders from the 1-2-3 finish of the Ford GTs at Le Mans in 1966. Any serious motorsport sanctioning body should look unfavorably at "team orders" which result in limiting competition...legitimate competition.
