I can confirm that it was common practice for the movements of this era (1920s and 1930s) to be unsigned.
This scan of a 1936 Heuer catalog shows this Reference 351 C/B, with no Heuer logo on the dial . . . the watch appears to be identical, in every respect (with the possible exception of the chronograph second hand and the crown).
It does make finding them a bit more of a challenge, but I am confident that Heuer made this one.
