is that a correct attitude from a seller?

Hello all,
I bought recently a beautiful Hoga chronograph from a seller at the chronotrader forum.
after a while, i received the watch , and it did not work at all. More, the watch was at 10 : 10 that was the scan position of the hands of the watch, and the wind was up,
meaning that the watch has never worked after the scan. as you can imagine , I was very upset.
After a lot of exhausting transactions and emails, he agreed that I send the watch back;
Now , he got the watch back and he refuse to send me the money back.
He propose the watch to be repaired by his father :)
What do you think of that attitude?
