I've seen wear on subdials that looks the same way as these ones - they definitely weren't re-finished in white to alter value.

Similarly, if you're saying that they were previously black, this would be a totally unique dial combo. The NT dial does exist, but the tachy track is different than this dial (see below). This example is fine, it's just a little tired.
