I suspect that by the time these models were in production, Heuer was in dire enough financial state that Heuer was happy to be making watches for others. Remember that Lenamia owned Heuer for a while before TAG bought them out. Usually your suppliers don't own your firm unless you've fallen behind in Accounts payable.
I think this the most plausible explanation as the counterfeiters and frankenmakers would most likely go where the demand was and make fake electric watches. =) we're posting at the same time I see!
Also keep in mind that we have good reason to suspect that Heuer had a hand in producing watches from Zodiac and Clebar among others as well in the 1960's, as well as Tourneau, Leaderer in the 1970's and 1980's... The case for both Tourneau and Leaderer is very compelling.
So it is not much of a leap to think that Heuer would offer to assemble watches for other firms to keep cash flowing in.
