I can't say that I've worn one intentionally but I've had plenty of the buggers stop on me throughout the day. With a handful of working pieces I struggle to find time to share my wrist with a handful of pieces so the non-working pieces always go into a pile on my bench as a daily reminder to get them to a functional state.
Those articles seem like a struggle to produce content and I don't consider those that wear broken watches on the regular to be "watch people", just those that want a non-functional accessory. However I only read the free part of the article...hopefully it got better or produced more examples of this "trend" than just Warhol.
