Could anybody help me with this dashmounted chronograph I found in my parents' old house?

Could you give me more informations about it? Why is it Decimal hour?

I think this must be between 1960 and 1974 because there is Heur-Leonids written on the packing.

I could'nt fin it in your catalogs.
