Heuer Carrera 3647 correctness

Hi All,�

Was hoping I could get some help from the community with a few questions I have. I bought the below watch at auction and want to check a few details. The watch isn’t in my possession yet so photos are from the auction house.�

1. It does look like the tension ring/ outer seconds track is missing. I’m not sure if the crystal was changed and that was lost or damaged.�

2. It looks like the stop seconds hand is not original and may have been replaced.

3. The serial though faint in the photos looks to be (74670) would that align with a signed crown?�

Any other thoughts/ suggestions appreciated.�
