Heuer cal. 15 Question

Gentlemen, I have a Bulova chronograph which has a
cal. 15 movement with a micro rotor.
I just had a watchmaker overhaul the movement.
After picking it up I noticed that the start button does not resume the counter after stopping and the chronograph has to be reset to zero...
My watchmaker claims that this is the way this movement functions but I seriously doubt it.
Can any of you please shed some light on this?
Where can I find a detailed schematics of this movement so the watchmaker can refer to it?
