The maker of many if not all the "french made Heuers" was called Monnin. According to some sources, Monnin was a subcontractor for Heuer. When Heuer wanted to market certain style of watches, and their company was not "tooled up" to do so, they had Monnin fabricate certain watches for them. They also produced some dive watches for Heuer in the '80's. Usually they are "made in France" but are fully singed Heuer.

Today there is a company in the watch industry called
Monnin FrSres S.R.l. (Switzerland)
but I'm not sure if it is the same company that produced these "france made Heuers" of the past.
