You ask, "Can this be brought back to life?"

In my estimation, there are three answers -- case? yes [can be restored very close to its former glory]. Bracelet? yes [same as bracelet]. Dial? no [this is likely a problem in the paint itself, not just something that can be cleaned or removed . . . bummer].
