One Oddity -- Hash Marks on the Hour Register (12 / 24)

It's interesting / odd that of the five or six samples that we show, only one has 12-hash-marks on the hour register (as shown below, on the right) . . . all the others have 24 hash marks (for hours and half-hours), as shown below, on the left). can anyone explain / tell us which is Mark I / which is Mark II?
